通过对10 kV及以下电网建设项目立项前经济技术方案的评价以及投资效益的量化分析,分别从项目期限、现金流类别、项目投资、项目成本、项目收入、降损效益以及增供电量效益等方面对投资效益进行评价,从项目财务评价中的财务净现值、财务内部收益率、投资回收期、敏感性分析等方面评价项目技术方案的经济合理性和财务可行性,实现电网建设项目保值增值的目的。

Through the evaluation of economic and technological scheme and quantitative analysis of investment benefits before the approval of construction project of 10 kV and lower level rural power grid,this paper evaluates the investment benefits in terms of project duration,cash flow category,project investment,project cost,project income,loss reduction benefits and incremental quantity of electricity benefits,respectively.It evaluates the economic rationality and financial feasibility of the technical scheme from the aspects of financial net present value,financial internal rate of return,payback period of investment and sensitivity analysis in the financial evaluation of the project,so as to realize the purpose of maintaining and increasing the value of the power grid construction project.
